[v9.0.1] Layout toolbar partially off page window. Add Layout Function not working #10087

In Edit Mode, you cannot see the "add layout toolbar» and you’re also not able to choose a layout because toolbar runs off the left of the window.

Effect:
Impossible to use the layout function.

Steps to reproduce:

Install 9.0.1 with elemental theme
Go in edit mode
Add layout to an are

This was actually just fixed (unintentionally, but a happy accident) in the fixes for #10076

Here's what 9.0.1 looks like (like you mentioned);

Here's what adding a layout at the same point in the page under the develop branch (9.0.2) looks like:

This will be released in 9.0.2.
