This is really annoying bug.

Steps to reproduce:

  1. Clean install recent develop
  2. Add some locales from Multilingual Setup page
  3. Add a new Stack
  4. Switch to another locale then create a localized stack version

  1. Switch to another locale and create a localized stack version again

  1. And again

image

6 new stacks generated for 3 locales.

It seems a similar problem with #7615

I can also say that global areas are still doing the same, not sure if #7624 actually fixed the problem. (8.5.1)

Yes, I think #7624 did not fix this issue. Could you try #8183 fixes the issue in your environment too?
