Windows + cpython 3.6 & 3.8 had both failed with The process tried to write to a nonexistent pipe.
After a restart, 3.8 passed, but 3.6 still had the same error.

There were some problems with 1.19.3, see numpy/numpy#17674, OpenMathLib/OpenBLAS#2970.

Might be good to try the reproducer with the conda-packaged 1.19.3 resp. 1.19.4, since conda doesn't pin the openblas version.

We just skipped ahead to 1.19.4 since that seemed to work better :)
