Unable to install Python 3.4 #8859

Current Behavior

In Travis.CI builds the Python 3.4 builds fail if upgrading to conda 4.7.5, but succeed if using the pre-installed 4.6.14 version.

Steps to Reproduce

Conda is installed using miniconda,

    wget https://repo.continuum.io/miniconda/Miniconda3-latest-Linux-x86_64.sh \
        -O miniconda.sh
    MINICONDA_PATH=/home/travis/miniconda
    chmod +x miniconda.sh && ./miniconda.sh -b -p $MINICONDA_PATH
    export PATH=$MINICONDA_PATH/bin:$PATH
    conda --version  # 4.6.14
    conda update --yes conda  # updates to 4.7.5
    conda create -n testenv --yes python=$PYTHON_VERSION pip

With PYTHON_VERSION 2.7, 3.5 - 3.7 this works as expected.
With PYTHON_VERSION=3.4, this fails with the following output:

PackagesNotFoundError: The following packages are not available from current channels:
  - python=3.4
Current channels:
  - https://repo.anaconda.com/pkgs/main/linux-64
  - https://repo.anaconda.com/pkgs/main/noarch
  - https://repo.anaconda.com/pkgs/r/linux-64
  - https://repo.anaconda.com/pkgs/r/noarch

Expected Behavior

Will fill out the info below later (waiting for Travis.CI build).
