This will affect a few downstream repos, see confluentinc/schema-registry#1323 and confluentinc/ksql#4508, which should all be merged together since the SR change doesn't have a way to migrate cleanly and the KSQL change is required since that build fails on deprecation warnings.

Note that the CVEs affecting the previous version of Jetty are actually
fixed in the version before the one we are currently upgrading to (they
are fixed in 9.4.39.v20210325 and we are moving to 9.4.40.v20210413).
The newer version is recommended by our Security team and is recommended
for GzipHandler and SSL/TLS users.

The changes outside of the version bump are the same as what was already
done in master in confluentinc#171.
