Description

Running Podman from a simple systemd unit file causes an explosion in CGroups in /sys/fs/cgroup/systemd/libpod_parent/

Steps to reproduce the issue:

  1. Create the following Systemd unit file as /etc/systemd/system/podmantest.service
[Unit]
Description=Podman Test Service
After=network.target

[Service]
Type=simple
TimeoutStartSec=5m
ExecStartPre=-/usr/bin/podman rm "podmantest"

ExecStart=/usr/bin/podman run --name podmantest fedora doesnotexist 120

ExecReload=-/usr/bin/podman stop "podmantest"
ExecReload=-/usr/bin/podman rm "podmantest"
ExecStop=-/usr/bin/podman stop "podmantest"
Restart=always
RestartSec=30

[Install]
  1. systemctl daemon-reload to pick up the unit

  2. systemctl start podmantest.service

Describe the results you received:

A bunch of CGroups created in /sys/fs/cgroup/systemd/libpod_parent/ - I have 37 on my system

Describe the results you expected:
Either just one CGroup for the container and conmon, or none at all since we're using CGroupFS

Additional information you deem important (e.g. issue happens only occasionally):

I feel like this is the construction of the unit file, but I'm insufficiently familar with systemd to build one that doesn't cause this.
