enable -fstack-protector-strong for the base system, not just the NDK #16

I already successfully upstreamed this for the NDK, but it's not yet enabled in the base system. I fixed the incompatibility in Bionic but the GCC toolchain used by Lollipop is too old. The -fstack-protector-all switch could be used in the meantime but it triggers issues elsewhere (SurfaceFlinger) so those need to be debugged first.

This is now unblocked due to the port to 6.0 but there are problems uncovered when this is enabled.
