It used to only grant exceptions when there was a call in the classes.dex bytecode to enable JavaScript, but with the current version of the Chromium-based WebView that doesn't appear to be enough. It simply needs to grant blanket exceptions.
This would need to handle the new multiprocess, sandboxed WebView support and could avoid adding app exceptions if that was always used.
