On the technical overview it says the following:

"...there’s full support for setting a separate encryption password. This allows for a convenient pattern, pin or password to be used for unlocking the screen while using a very strong encryption passphrase. If desired, the separate encryption password can be removed in favor of coupling it to the lockscreen password again."

I am able to setup a PIN screen lock and require it on boot, but I'm unable to find the option to create a seperate and stronger encryption password. How do I do this?

It says there:

Note: this feature needs to be redesigned for Android Nougat, and will be replaced by a superior 2 factor authentication mechanism.

@invokr It was simply not ported to Android 7.0. It wasn't removed. Every feature needs to be ported / reimplemented to new major versions of the operating system. The separate encryption password feature doesn't fit into the file-based encryption model which was known to exist even before 7.0 was released due to previews, so it wasn't added back for 7.0 since it's obsolete and needs to be redesigned. Pixel phones use FBE rather than FDE, as will future devices.

The issue about the replacement feature is #451. I'm not going to have time to work on that for quite some time, and I don't think there's much chance of someone else implementing it.
