I'm running 877.1.0 PXE-booted:

core@nuc0 ~ $ systemctl status tcsd.service

   Loaded: loaded (/usr/lib64/systemd/system/tcsd.service; disabled; vendor preset: disabled)
   Active: failed (Result: exit-code) since Fri 2015-11-27 10:49:43 UTC; 9min ago
 Main PID: 601 (code=exited, status=4)

Nov 27 10:49:43 localhost systemd[1]: Started TCG Core Services Daemon.
Nov 27 10:49:43 localhost systemd[1]: tcsd.service: Main process exited, code=exited, status=4/NOPERMISSION
Nov 27 10:49:43 localhost systemd[1]: tcsd.service: Unit entered failed state.
Nov 27 10:49:43 localhost systemd[1]: tcsd.service: Failed with result 'exit-code'.

This could be due wrong permissions in /etc/tcsd.conf :

core@nuc0 ~ $ ls -la /etc/tcsd.conf 
-rw-r--r-- 1 tss tss 7046 Nov 26 02:21 /etc/tcsd.conf
core@nuc0 ~ $ sudo chmod 0600 /etc/tcsd.conf
core@nuc0 ~ $ sudo -u tss tcsd -f
TCSD TDDL ioctl: (25) Inappropriate ioctl for device
TCSD TDDL Falling back to Read/Write device support.
TCSD trousers 0.3.13: TCSD up and running.
