Bug

Container Linux Version

Current alpha (1367.5.0). This only applies to versions shipping docker >=1.13

Expected Behavior

docker run --init should run without error, and dockerd shouldn't print a warning that it can't find the docker-init on start

Actual Behavior

The docker-init binary isn't shipped.

Fixed as part of the misc cleanups in coreos/coreos-overlay#2562
