Add link to community discussion site

The www.coops.tech site doesn't link to this Discourse site and I think it should, many of the enquiries that go to the private contact list would be better posted here

Perhaps we should remove the link to the mailing list?

I replaced the link to the public mailing list (tech-coops@email-lists.org) with a link to Discourse on the about page a couple of days ago. I agree that we should remove the public mailing list but am less sure about the private list (tech-coops-contact@email-lists.org aliased as contact@coops.tech).

It's now linked to from all the main pages including the "get in touch" splash/footer thing
