    Force process list refresh every 20 ticks.

    Because of the following check we actually had to do this every tick.
    
      if (procs_count != NUM_INTERESTING_PROCS) {
          procs_stale = 1;
      }
    
    Initially I expected that NUM_INTERESTING_PROCS would always be equal
    to the number of child processes. So the check would force the refresh
    only when we knew that were some processes missing that potentially
    could start later. But then because of some differences on Windows we
    just increased NUM_INTERESTING_PROCS. And hence we actually had to
    reread the list of processes on every tick. AFAIR, we've seen signs of
    that in some of the customer diags.
    
    To avoid this behavior from now we just force periodic update.

    Drop SIGAR_INLINE

    The inline definition caused a massive amount of compile
    warnings on SmartOS with gcc, and resulted in link error. Given
    that its not a "hot spot" in our application lets just nuke
    it.

    There was a problem with compiling sigar on Linux with Clang.
    During compilation you got warnings like:
    
        In file included from linux_sigar.c:30:

        SIGAR_INLINE char *sigar_skip_token(char *p);
                       ^
        linux_sigar.c:137:24: note: used here

                               ^
    
    Which end up in an error like:
    
        libtool: link: clang -g -O2 -o .libs/cpuinfo cpuinfo.o  ../src/.libs/libsigar.so
        ../src/.libs/libsigar.so: undefined reference to `sigar_skip_token'
        clang: error: linker command failed with exit code 1 (use -v to see invocation)
    
    Removing the non C99 compatible inlining from the functions in include/siger_util.h
    solves the problem.
