Update RFC to "What Will Be" for early discussion and pending vote #17

In order to give the community time to have any final comments on "what will be" for vote on Jan 7, we should prepare the document with all of the updates that are in progress, to be ready for 5.5 feature freeze.

  • Update Existing Document with all ratified v1.2 changes
  • Add notes to RFC on shadowing behavior of properties and accessors
  • Expand on "Error Messaging" changes that occur, eg: Rather than "unable to call private __setXXX()" --> "Unable to set private property Class::$XXX" - Document some examples of the changes to error output for userland sugar.

Okay, I believe the 1.2 RFC is ready for us to review. We can use this thread to post/discuss changes that should be made and I can go make them unless something else is preferred.
