[studio-ui] rte bounces when uses are editing in it #1702

Expected behavior

RTE should not re-position when users work in it.
We had a rule that moved the RTE to the top of the screen that was further impacted by a copy/paste bug related to the behavior.

Actual behavior

Editing in the RTE repositions the form.

Steps to reproduce the problem

  • Place an RTE in a form or a repeat group
  • Place several controls in front/ahead of the RTE
  • Edit or paste in to RTE

RTE must work reliably and consistently in the following scenarios:

RTE stand alone
RTE in repeat groups
RTE from a pencil vs a form
RTE with paste

Discussions and examples shared directly with developer

Log/stack trace (use https://gist.github.com)

Specs: version, OS, browser, etc.
