This may be a suitable start on a replacement:

However we'd need to dig in a bit to see how they are interacting with the Twitter API. I'm guessing they are using unauthenticated calls right now, which will stop working pretty soon. We'd perhaps need to make an authenticated call and cache the result permanently with the comment (which sucks, since that data can change).

More good ideas needed here - the identity/hovercard stuff is useful. Is there another service that provides this feature?

You guessed right, specifically using this endpoint<screen name>

I also couldn't find any licensing. Probably just need to reach out and clarify, then we could possibly fork it and add/remove what we need potentially.

Looks like there is a CC licensed version in the WordPress plugin (which is necessarily GPL-compatible):

Getting the ball rolling to at very least remove support.
