from an old ticket I made for this:

Pseudo Code:

test if pool exists:
    send fee to DXdao treasury and GnosisDao
else:
    create new swapr pool with token ratio of closing price
    receive LP Token
    send created LP Token to DXdao Treasury and GnosisDao
