Apple PKG archives (actually XAR archives) contain Payload file which is also an archive. It can be extracted with AnyToISO by appending an extension to the archive (during extraction the app tells you which extension to append ). Previously Apple used ".cpgz" and ".cpbz2" compression methods, in the latest PKG files one can find new "pbxz" format.
