Fix sky temperature calculation

@chipbarnaby interestingly, the tests results don't change at all. I imagine all the test files with buildings (not the PV/battery/shading tests) are getting sky temperature from CSW weather files.

@chipbarnaby this does impact Standard 140 tests some, though.

I have confirmed that the test results do not change. They all use CSW weather files. We should change some tests to use epw or add new epw-specific tests.
