CI jobs with WinIDN enabled still run tests disabled for WinIDN

I did this

See a log from a recent CI job. Named msvc, CM x64-windows schannel U

See how it fails test 165. Although this test has WinIDN enabled and test 165 should be disabled for WinIDN since 7d45b52.

For some reason, the disabled tests is not disabled here.
