pytests: test_07_70_put_earlydata and test_02_32_earlydata fail with GnuTLS and wolfSSL

I did this

Fixed nghttx-h3 server to run on non-openssl jobs in #19723.
This enabled pytests that were previously skipped. Of the newly
run tests, these fail:

[gw2] [ 39%] FAILED ../../tests/http/test_02_download.py::TestDownload::test_02_32_earlydata[h3]

I expected the following

Successful run.

A-ha, we've seen these failures earlier on macOS and ended up disabling
them, but apparently the problem isn't macOS-specific, only these tests
were skipped by accident on Linux.

Hmm, need to investigate some more here.

Disabling for now is probably best or everyone.
