Regression in 8.17.0: --silent no longer suppresses notef() messages with --verbose

I did this

Upgraded curl from 8.16.0 to 8.21.0 and ran the same command using --silent, --verbose, -X POST, and --data.

I expected the following

I expected --silent to continue suppressing Note: messages as it did in curl 8.16.0, even when --verbose is used. If this was an intentional change, I would have expected documentation around this.
