DISTROS: add document with distro pointers

Lots of organizations distribute curl packages to end users. This is a collection of pointers to where to learn more about curl on and with each distro.

The link checker complains on https://security.alpinelinux.org/srcpkg/curl which seems to work fine for me when I try it manually. I'm considering disabling the link checker for this document because of this flakiness.

I intend to merge this soon (to make sure we have it included in the pending release). We are at 21 listed distros in the document, but we can and should of course continue to add and update information in this file going forward as regular pull-requests even after I do the initial merge.
