  • cmake: avoid running clang-tidy twice.
  • autotools: do not pass curl/libtest-specific macros.

I don't understand why these empty values are used in libtests, src, and lib,
so keep them just in case.

`AM_LDFLAGS` is for automake 1.7 compatiblity according to
09b2db2 and
