To make it easier to run tests when using the Visual Studio generator,
also perhaps Xcode.
Also drop manual settings from CI.
There is really no reason not to do this via a command-line option
instead of (or in addition to) an env. Just need to be done and I don't
feel like tampering with
runtests.plinitialization.
