It doesn't seem to fix the detection for cross-compiled windows and I'm out of ideas and I don't have this setup or enough windows understanding myself. I think I'll see the CI run through and then land this as-is even if it isn't a complete fix.

I guess #3923 has the solution: for Winsock, this function is declared in Iphlpapi.h.
