Two options:

  1. Find a fallback for canvas
  2. Switch to divs with border radius with fallback

Tried excanvas. Two problems exist:

  1. No support for toDataUrl(), which means we need to have a canvas element for each feature.
  2. Having a canvas element for each feature seems to cause IE8 to throw a bunch of non-responsive script errors.

Backing out to try border-radius fallbacks.

Even with only 100 features, IE keeps throwing unresponsive script errors...

Ok, tried CSS3pie and its unusably slow in IE8. It renders the markers pretty quickly but then the map is too slow to pan or zoom. The whole page is locked up.

Another option may be to use a unicode character ( ⚫ )

Also, should we consider SVG/ VML circles?
