Inline Specs List in 10.0 Runner is not scrollable

Current behavior

The inline specs list is not scrollable. Workarounds for long lists of specs are: use the filter to find specs or navigate back to the main specs list.

Desired behavior

The inline specs list should be scrollable.

Test code to reproduce

N/A - Run any spec in open mode using 10.0, and open the inline specs list.

PR #21994 fixes this, creating this issue for tracking purposes.
