"Learn more" link in reporter opens tab in Cypress browser rather than an external browser #24572

Current behavior

"Learn more" link in reporter opens tab/window in Cypress browser

Desired behavior

"Learn more" link in reporter should open up a tab in an external browser

Test code to reproduce

cy.viewport('foo') in an e2e test.
