Assessment

With Node.js 18.20.7:

Testing with form-data tied to a fixed version, instead of being defined in package.json as "form-data": "~4.0.0" shows that tests fail for form-data >= 4.0.3

The CircleCI workflow .circleci/config.yml could be updated to run under cimg/node:20.9.4, corresponding to the lowest supported Node.js release line.

The outcome is the same, and so there is no advantage if the goal is to find a supported environment that fully passes CI tests:
