Global object not garbage collected when extension module deleted #3039

We ran into a weird issue where a global object's __dealloc__ was not called when del module is called


We replaced the functionality with the atexit module -- it was designed to unregister some C++ state at interpreter shutdown time. Any ideas what might be going on? This is with the latest version of Cython
