@compile is sweet, but doesn't have an option to always recompile the code (Very handy for when developing or profiling for example) .

cython_inline does seem to have a force flag.

Would it be possible to propogate force back to RuntimeCompiledFunction, and then to @compile?

With a False default, this shouldn't change any existing behavior to my understanding.

Sounds good to me. PR welcome. Note that this requires allowing @compile to work with and without (keyword) arguments. I suggest doing a callable test on the first one to distinguish the two cases. We should not allow positional arguments (but must still support Py2.7).
