In the file cython/Cython/Includes/cpython/pylifecycle.pxd the following appears:

    # Py_PyAtExit is for the atexit module, Py_AtExit is for low-level
    # exit functions.
    void _Py_PyAtExit(void (*func)())
    int Py_AtExit(void (*func)())

The first word in the first line of comments should be _Py_PyAtExit, i.e. with a leading underscore (assuming the code is correct).
