COMPAT: From the next release PyPy fixed tp_basicsize of PyType_Type #2165

PyPy had a bug that the tp_basicsize of PyType_Type was wrong. From the next release, this will be fixed. The pull request pins the work-around to previous versions of PyPy

thanks for the quick merge. Any thoughts about making a release including this? We would like to release a new version of PyPy but do not want to confuse users with this false-positive warning

0.28.2 went out today.
