This commit updates the default changelog text for multiple languages, replacing the GitHub link with a direct link to the new changelog page. It also introduces a new `CHANGELOG.md` file that uses Jekyll and GitHub metadata to dynamically generate a changelog from release notes. The `_config.yml` is updated to include necessary plugins for this.
