This commit updates several dependencies to their latest versions.
This commit updates Kotlin to 2.2.10 and KSP to 2.2.10-2.0.2. It also refactors how Kotlin compiler options are configured, moving the logic to a project-level extension function `setupKotlinOptions()` and applying it via `tasks.withType<KotlinCompile>()`.
