I have not seen this on AOSP, is this a OnePlus specific file?
What does it contain?

I think it may be T-Mobile specific ; because I've only seen it in T-Mobile Device's and most of, if not all have this file. What is in the file seems to be sum sort of key or a config sequence. "9f03c69f-4663-XXXX-XXXX-XXXXXXXXXXXX (Put X's just in case it's sensitive)

We can't tie it to android, it would mean that suddenly on all devices that this file exists it would be created by the system, which is not correct.

I think it was owned by a app I used to have.
I deleted it and opened every app and it didn't appear and their was no difficulty with the apps.
