Currently done via package-restrictions.xml, should also be possible via ApplicationInfo.flags not sure why I didn't go this route in the first place... should be easy to do and also improve scan speed (much less work than via XML).

Instead of removing the existing code, let's make it optional and depend on the "Double check apps" option, which currently enables/disables checking the apps enabled against the xml file.
