User friendly chmod? #30

Consider if we can provide a friendlier chmod using more familiar unix letter codes like "go-w".

On the other hand, Casey West's implementation for ppt is nowhere near Tiny enough: https://metacpan.org/source/CWEST/ppt-0.14/html/commands/chmod/SymbolicMode.pm

File::chmod is also rather verbose.

patches welcome for File::chmod.. also go-w is still way better than trying to doing it the builtin chmod way, and anyone who knows chmod knows the api.

I wouldn't add a dependency on File::chmod (not core) but I might add it as a SEE ALSO. If there were a concise way to do the bit logic, I might be inclined to add it. But maybe I can use File::chmod's test to experiment.

(I wish it were core, because the core way of doing it sucks, but I'm also aware of that, because I adopted it and started adding tests)
