Hello,

It would be great if PHPCI could notify a HipChat room whether the build was successful or not.

The https://github.com/hipchat/hipchat-php library looks like something we could wrap as a plugin. The only issue is where to keep store the api key for the hip chat client as I'm not sure this is something you'd want publicly in the project's yml file.

I think this will be easiest to do once #284 is implemented

We could perhaps do to think about supporting adding things to settings from plugins. Perhaps plugins need their own directory structures w/ the ability to add build plugins, front-end plugins, settings, etc.
