Bootstrap 4 assets (css/js) update as of 3.27.18

Updating Archive Post Types to use h2 vs h1 tags for SEO improvments.

Added some descriptions to the DevDmBootstrap4 options in the WordPress Customizer.

Updated the en_US.mo and en_US.po files with these new description strings.
