Unable to change place in list for any message board #88

I added a new messageboard (Van Heusen Taskforce), and I see it appear correctly in the sidebar list, and in the admin order list, at the bottom for both. However, the up and down arrows don't seem entirely functional. It took me ~10 presses, with multiple page reloads, to successfully move that board up one position. No other boards seem to want to move either. The request is apparently being made, successfully (return code 200), however it usually doesn't actually do anything.

This similar behavior appears for all boards. And no matter how many times I tried this, I can't get the new board above the 2nd-from-last position. It appears to semi-consistently be able to be moved between that position and last though.

While I need to test this hypothesis properly, I suspect that the boards are technically moving (as in their order number is changing) but the number is relative to boards on the other list (open vs. closed) - need to work out how to adjust the ordering system to cope with this if this is the case.

If I'm right and it works, whatever we do also should probably be applied to Sidebar.
