Skip tests for Release Step in pipelines

## Describe the proposal

While trying to release 1.14 we hit flaky tests on several pipelines, but the most frustrating ones were the one triggered by the release pipeline, after all the other tests have run. These tests have nothing specific and have been executed several times before the publish phase. There is no point in running the tests once more.
