Currently, int.parse() is overly restrictive for hexadecimal integers in --limit-ints-to-64-bits mode.
It rejects hex integers > MAX_INT64, while according to the informal spec https://github.com/dart-lang/sdk/blob/master/docs/language/informal/int64.md it should allow unsigned hex integers up to MAX_UINT64 if string starts with "0x" prefix.
