Process::Exec - (null) on GitBash on Dart SDK 3.10.0

Hi @projektorius96 thanks for raising this. Can you try running the dart process as an administrator and see if that avoids the issue you're seeing?

I looked at this a bit yesterday in between meetings. It's a bug in Platform::Exec implementation here. This code does not take into account that STDOUT and STDERR can be the same handle and apparently this makes PROC_THREAD_ATTRIBUTE_HANDLE_LIST invalid and makes CreateProcess fail with E_INVALIDARG.

I have a fix but I need to write a test to land it.
