This PR renames the the
docs.yamlworkflow tobuild-and-publish-docs.yaml, due to that, it is easier to overview the changes commit by commit where the rename commit is trivial.This PR keeps misc versions up to date and fixes a bug where the documentation wasn't rebuilt as often as it should. The documentation will change if the python packages change, so therefore the workflow should also trigger on changes to the python packages.
