I've restarted the tests a few times, but they are too flakey. I trust the reviewer to agree that we don't need them to run to completion as part of changing .gitignore.

See #422 regarding the intermittent failures.

@jacobtomlinson I rebased this to resolve the merge conflict. With docs/_build we align with what sphinx autogenerate suggests nowdays, and what is already in the Python.gitignore so I removed that manually added entry since #500 is merged.
