Add 'allow_meta_override' list to CementApp().Meta #105

Rather than relying on config options on the backend (within cement) for things like 'plugin_config_dir' these options should be configured to allow config options to override them.

For example:

class MyApp(foundation.CementApp):
    class Meta:
        label = 'myapp'
        plugin_config_dir = '/etc/myapp/plugins.d/'
        plugin_dir = '/usr/lib/myapp/plugins/'
        allow_meta_override = [
            'plugin_config_dir',
            'plugin_dir',
            ]

app = MyApp()

Should probably have a 'allow_meta_override_core', for core override options that the framework relies on... and 'allow_meta_override' for end user (developer) use.
