Deprecate Namespace Packaging for cement and cement.ext #202

As we have begun moving popular extensions in under the mailine sources, we should deprecate the namespace packaging sometime in the future as it causes odd issues in some situations and in general, everything maintained by the cement developers will likely be under the main project.

This should however be strongly evaluated, as having the namespace means that we can package crazy/risky external extensions separately and continue to use the same naming convensions.
