Support SIGHUP/CementApp.reload() #336

Some work has been done to make reloading an app when configurations change possible, however it is not possible to reload the runtime based on that reloaded configuration. This should be an easy app.reload() (for example when catching SIGHUP, or when a configuration file changes).
